Mr. Franco is a member of the firm’s Business & Commercial Litigation Department, based in the Rochester office. He is an experienced litigator representing clients in a wide range of matters, including real property litigation, quiet title actions, business disputes, real property tax assessment challenges, breach of contract claims, municipal zoning issues, construction litigation, creditor’s rights, and appellate advocacy.

Mr. Franco has extensive experience litigating in both federal and state courts across New York, as well as before the U.S. Court of Appeals for the Second Circuit and New York’s Appellate Divisions. He approaches each matter with a clear focus on understanding his clients’ objectives and developing strategic, efficient solutions to achieve optimal outcomes.

A significant portion of Mr. Franco’s practice involves representing municipalities throughout New York State in defending Article 7 real property tax assessment proceedings. He also regularly represents private commercial clients, successfully securing substantial tax assessment reductions and favorable outcomes in complex commercial, UCC, and real estate disputes.

Mr. Franco has been recognized for his work by the Rochester Business Journal Litigation Power List, which honors the region’s most accomplished litigators. He has also been published in ALFN Magazine and is a graduate of the United Way Leadership Development Program.

Before joining Hurwitz Fine P.C., Mr. Franco represented major lenders across New York State in real property and creditor’s rights litigation, further strengthening his practical, results-driven approach.

Mr. Franco earned his Bachelor of Arts in History from Syracuse University and his Juris Doctor, cum laude, from Syracuse University College of Law. He is admitted to practice in New York and is a member of the New York State and Monroe County Bar Associations. In addition, he serves as an Adjunct Professor at Nazareth University in Rochester, New York.
